Windows cannot access the specified device....

The message, "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." may be seen on Windows systems with certain security restrictions in place.

This is normally due to a flag placed on the file as a result of being moved from another computer or network.

You can see a note: "This file came from another computer and might be blocked to help protect this computer".

Right click on the executable and choose "Properties" and look to the bottom of the "General" tab. Here you should find an "Unblock" button provided to allow normal access to the executable.

So how do you go about removing this restriction on all network files? We have a 2003 machine with this problem and everything points to XP and the firewall; which is obviously not a 'feature' of 2003.

On Windows 2003 this can be caused by Internet Explorer enhanced security. You may try to disable this via Add/Remove programs.
Caused the problem for me.
